Medicaid & SCHIP Spending as a Share of Total State Spending
Medicaid provides health insurance to low-income Americans. It is administered and financed through a federal-state partnership. Eligibility varies by state. Medicaid also includes individuals covered though the State Children’s Health Insurance Program (SCHIP) , which covers low-income children (and some adults) who are ineligible for Medicaid. SCHIP is also financed through a federal-state partnership.
The share of total state spending on Medicaid and SCHIP measures what part of state’s total budget is dedicated to fund these public programs.

The most current information on total state spending and state Medicaid spending is the 2007 estimates from National Association of State Budget Officers (NASBO).
